The fan is found in the Morning Mist Peaks area, next to Serpent Marsh in Demeniss. Face the direction of the waterfall, and look to the left. Jump down towards a ledge, and you will see a wall blocking your way.

Note: Be careful not to stay too close for long, as the wall can petrify you. This will deal massive damage very quickly. So, do the next steps quickly.

Face the wall and perform a Focused Force Palm. Wait until the golden ball appears behind the wall to hit it, and break it down. This will reveal a hidden room behind the wall. Walk inside and claim the Eastern Witch’s Fan in Crimson Desert.

Eastern Witch’s Fan Stats and Description

The fan has the following description:

A fan engraved with mysterious patterns, received from the Witch of the East. When wielded as a weapon, it allows the user to borrow the Witches’ power to command a harmony of wind and lightning. With gusts strong enough to push even rain clouds away, it is capable of clearing overcast skies to load a bright, sunny day.

The Eastern Witch’s fan has two effects that you should know about. Firstly, its combat use is to unleash gusts of wind that knock enemies back. Moreover, it can also be utilized to clear any clouds in the sky, to dispel rain, and bring back the sun. This effect has a 10-minute cooldown.
