Where To Find Smugglers in Windrose
The Smugglers of Port Royale are locked behind the Underground Network questline. You will need to finish this quest to start selling to this faction.
Here are the steps to start and complete it:
- Find a smuggler camp and search it thoroughly. You will find a Letter to a Good Friend inside one of the chests in the area. This is the crucial item needed to start this quest.
- Next, simply follow the quest objectives until you get to the end. This will lead you to a Buyer of the Smugglers of Port Royale faction.
This is similar to any other faction’s buyer, where the main base houses an NPC who deals in certain goods.

What Can You Sell To the Smugglers of Port Royale in Windrose
The smugglers prefer Contraband, Insignias, Luxuries, silver, and gold items, alongside Ancient Relics. This is not an exhaustive list of items, just a general outline. You can check any item’s description in-game to find out who will be buying said item.
Depending on the item you sell to the smugglers, your reputation within the faction also increases.

Why can you not sell Medicine or Provisions to smugglers in Windrose?
For some reason, Medicine and Provisions have descriptions that tell you that they can be sold to the people of Tortuga. However, based on what we have found, no buyer is willing to take these items.
It might be the case of being updated in the future. Alternatively, you might need to complete certain quests and return to the merchants to check if they are willing to buy it now.
How to buy items from the Smugglers of Port Royale?
The provisioners of all four factions can be found at the main hub in Tortuga. These sell various items to you, often restricted to that specific faction.
However, if you want to sell your items, you will need to make your way to the main base of the specific faction, to the aforementioned buyer NPC.
