This all happens as part of the “Becoming a Village” storyline. It’s a series of quests designed to get everyone in the village working together.
You have to convince Old Noakes to start the Fishing Club, talk Lily Cotton into heading up the Cooking Club, and get Farmer Cotton to let Rosie Cotton run the Gardening Club. And, of course, you’ll need to persuade Delphinium that people actually want a Foraging Club and finish Young Tom’s Trouble. Once all the clubs have enough support and you have the friends needed, you’ll uncover the old Club Boards near the Ivy Bush Inn, and that’s when the club activities officially begin.
